Chama cha Waandishi wa Habari Wanawake Tanzania, Zanzibar (TAMWA ZNZ)
kimefarijika na uamuzi uliochukuliwa na Tume ya Uchaguzi Zanzibar (ZEC) wa kutoa
punguzo la ada kwa wanawake wote watakaochukua fomu za kugombea nafasi
mbalimbali za uongozi katika uchaguzi mkuu ujao.
Kupitia taarifa iliyosomwa na Shirika la Utangazaji Zanzibar (ZBC Redio) tarehe 10
April 2025 ikimnukuu Afisa wa Tume ya Uchaguzi ni kwamba Tume ya Uchaguzi
Zanzibar imeamua kutoa punguzo ya nusu ada kwa wanawake watakao chukua fomu
ya kugombea nafasi za uongozi ili kuhamasisha wanawake kuingia katika nafasi hizo.
Takwimu zilizotolewa na Tume ya Uchaguzi Zanzibar katika Ripoti ya uchaguzi wa
mwaka 2020, zinaonesha kuwa kati ya wagombea 601 waliochukua fomu mwaka 2020
wanawake walikua ni 135 tu sawa na asilimia 22.4 ya wagombea wote.
Aidha takwimu hizo zinaonesha kuwa ni wanawake 37 tu ndio walioshinda uchaguzi
wa ushindani wa jumla kwa mwaka 2020 kati ya nafasi 160 za udiwani na uwakilishi,
hii ni idadi ndogo sana kulinganisha na idadi ya wanawake waliokuwepo hapa
Zanzibar.
Kwa mujibu wa gharama zilizokuwepo katika uchaguzi wa mwaka 2020, mgombea wa
nafasi ya Udiwani alitakiwa kulipa ada ya shilingi elfu kumi (10,000) pamoja na
dhamana ya shilingi elfu hamsini (50,000). Kwa upande wa nafasi ya Uwakilishi, ada
ilikuwa shilingi elfu hamsini (50,000) na dhamana ya shilingi laki tatu (300,000), huku

www.tamwaznz.or.tzkwa nafasi ya Urais ada ilikuwa shilingi laki moja (100,000) na dhamana ya shilingi
milioni mbili (2,000,000).
Kwa muktadha huo, uamuzi wa ZEC wa kupunguza nusu gharama katika uchaguzi wa
mwaka 2025 ni hatua chanya itakayosaidia kwa kiasi kikubwa kuwahamasisha
wanawake kuchukua fomu na kugombea nafasi mbalimbali za uongozi.
TAMWA ZNZ inawahamasisha wanawake wote walio na sifa za kugombea kujitokeza
kwa wingi kuichangamkia fursa hii muhimu na kushiriki kikamilifu katika mchakato wa
uchaguzi mkuu ujao.
Ripoti za umasikini zinaonesha wanawake ndio waathirika wakubwa kutokana na kuwa na
kipato kidogo pamoja na kukosa muda mzuri wa masuala ya kisiasa, mitandao na shughuli za
kiuchumi. Hivyo, punguzo hilo lina uhalali mkubwa wa kimazingira kutokana na vikwazo vya
kihistoria na kijamii ambavyo wanawake wanakumbana navyo.
Utafiti wa Tathmini ya Umasikini Zanzibar uliyofanywa na Benki ya Dunia mwaka 2022,
imeeleza kuwa wanaume wanapata kipato mara mbili na nusu zaidi ya wanawake na
kwamba wanawake wanafanya kazi mara sita zaidi ya kazi za nyumbani kuliko
wanaume.

TAMWA ZNZ COMMENDS ZEC’S DECISION TO REDUCE NOMINATION FEES
FOR WOMEN CANDIDATES
Tanzania Media Women’s Association, Zanzibar (TAMWA ZNZ) commends the recent
decision by the Zanzibar Electoral Commission (ZEC) to reduce nomination fees for all
women seeking to contest leadership positions in the upcoming general election.
According to a statement aired by the Zanzibar Broadcasting Corporation (ZBC Radio)
on April 10, 2025, quoting an Electoral Commission officer, ZEC has decided to offer

www.tamwaznz.or.tza 50% reduction in nomination fees for women aspirants aiming to encourage more
women to step forward and vie for leadership roles.
Statistics from ZEC’s 2020 General Election Report show that out of 601 candidates
who collected nomination forms, only 135 were women—representing just 22.4% of
the total. Moreover, only 37 women won in the competitive elections out of 160
positions available for councillorship and Member of House of Representative, which
is significantly low considering the population of women in Zanzibar.
In the 2020 elections, the cost for collecting nomination forms was as follows: for the
Councillorship position, a fee of TZS 10,000 was required along with a TZS 50,000
bond; for Member of House of Representatives, the fee was TZS 50,000 with a bond
of TZS 300,000; and for the Presidential position, the fee was TZS 100,000 with a
bond of TZS 2,000,000.
In this context, ZEC’s decision to reduce these costs by half for the 2025 elections is
a significant step that will greatly motivate and enable more women to collect forms
and contest for various leadership roles.
TAMWA ZNZ encourages all qualified women to seize this opportunity and fully
participate in the electoral process.
Poverty reports indicate that women are disproportionately affected due to limited
income and time constraints caused by domestic responsibilities, which also reduce
their participation in politics, networking, and economic activities. Therefore, this fee
reduction is both necessary and justified, as it addresses the historical and social
barriers that women continue to face.
According to the World Bank’s 2022 Zanzibar Poverty Assessment, men earn two and
a half times more than women, while women perform six times more unpaid domestic
work than men.
