TAMWA is a national level Non-Governmental Organization known as Tanzania Media Women’s Association formed in 1987. TAMWA Zanzibar became fully self-governing and operational in both Isles of Unguja and Pemba since 2004. In January 2007, it attained its own separate registration.

TERMS OF REFERENCE

Post Title: Consultant

Assignment: To develop a comprehensive Behavior Change Communication (BCC) Strategy that mainstreams disability rights and serves as a guiding framework for all partners under the Human Rights Advocacy thematic area of the CADiR program.

Program Title: CADiR – Collective Action for Disability Rights

Location: Zanzibar.

Date: 09th June 2025.

1.0 BACKGROUND

Tanzania Media Women’s Association is a national Non-Governmental Organization founded in 1987 and dedicated to working towards promotion of the rights of women and children in Zanzibar. TAMWA -Zanzibar became fully fledged office in 2004 and was reregistered in 2007.

Currently, TAMWA-ZNZ is implementing the Collective Actions for Disability Rights (CADiR) Program in collaboration with the Norwegian Association of Disabled (NAD). The program seeks to promote and protect the rights of persons with disabilities through advocacy, awareness raising, and strengthening of community-based initiatives.

In Zanzibar, TAMWA-ZNZ is working alongside other implementing partners including SHIJUWAZA, MECP-Z, and ZANAB. On the mainland, the program is being implemented with SHIVYAWATA, CHAVITA, and Sense International. The program is supported by Norwegian partners, with NAD Zanzibar serving as the country coordinator, ensuring alignment, accountability, and knowledge sharing across all implementing organizations.

CADiR recognizes the power of media to transform societal perceptions and break down stigma against persons with disabilities. Through this initiative, TAMWA-ZNZ and its partners are reaching diverse audiences with inclusive and impactful narratives that promote disability rights.

2.0 OBJECTIVE

To develop a Behavior Change Communication Strategy that mainstream disability rights, harmonize advocacy efforts among CADiR partners and enhance awareness, acceptance, and meaningful participation of persons with disabilities in decision-making at household and community, and institutional levels.

  1. SPECIFIC OBJECTIVES
  • To review and synthesize relevant components of SHIJUWAZA Advocacy Strategy for integration into unified BCC frameworks.
  • To adapt and integrate behaviour change approaches into the strategy with a focus of mainstreaming disability rights.
  • To identify entry points, enablers and barriers to PWDs’ participation in decision-making at the Household, community, and institutional levels.
  • To propose practical tools, campaigns, and communication approaches tailored for behaviour change and rights -based advocacy.
  • To design an implementation roadmap for CADiR partners including messages, tactics, and measurable indicators.
  1. EXPECTED OUTPUTS
  • A finalized BCC strategy document mainstreaming disability rights for use by all CADiR partners.
  • A behaviour change communication (BCC) framework outlining key messages, audiences, communication channels, and tactics.
  • An implementation plan for coordinated community mobilization and advocacy for CADiR Program.
  • A final report including tools, methods, and recommendations for sustainability and scale-up.

5.0 QUALIFICATIONS REQUIREMENTS

  • University degree (at least Master’s level) in Mass Communication, Social Sciences, Development Studies, or related field.
  • Experience in working with marginalized communities, especially persons with disabilities.
  • Strong knowledge of disability rights frameworks including UNCRPD and Zanzibar Persons with Disabilities Act.
  • Knowledge of and familiarity with TAMWA’s programming and processes.
  • Excellent communications and writing skills in English.
  1. EXPERIENCE
  • At least 5 years of experience in advocacy, communication strategy development, or disability inclusion programming.
  • Experience designing or adapting behavior change strategies or tools in Zanzibar or similar settings.
  • Familiarity with participatory and inclusive methodologies.

7.0 ROLES AND RESPONSIBILITIES OF THE CONSULTANT

  • Review relevant guidelines and existing SHIJUWAZA advocacy materials.
  • Conduct participatory consultations with OPDs, CADiR Partners, community leaders, and PwDs.
  • Develop a disability right focused BCC strategy aligned with CADiR Human Right Advocacy thematic themes.
  • Facilitate a validation workshop with stakeholders.
  • Submit a final BCC strategy and accompanying report .

The work will be undertaken from 14th July to 31st August 2025.
