TAMWA is a national level Non-Governmental Organization known as Tanzania Media Women’s Association formed in 1987. TAMWA Zanzibar became fully self-governing and operational in both Isles of Unguja and Pemba since 2004. In January 2007, it attained its own separate registration.

Assignment: To adapt and operationalize the SHIJUWAZA Advocacy Strategy by
developing a behavior change-focused strategy that increases the participation of
persons with disabilities in household and community decision-making processes.
Project Title: Human Rights Advocacy & Organisational Development
Location: Zanzibar.
Date: 02nd June 2025.
1.0 BACKGROUND
Tanzania Media Women’s Association is a national Non-Governmental Organization
founded in 1987 and dedicated to working towards promotion of the rights of
women and children in Zanzibar. TAMWA -Zanzibar became fully fledged office in
2004 and was reregistered in 2007.
Currently, TAMWA-ZNZ is implementing the Collective Actions for Disabilities Rights
(CADiR) program in collaboration with the Norwegian Association of Disabled (NAD).
The program aims to advance the rights and inclusion of persons with disabilities in
Zanzibar through coordinated advocacy and strategic media engagement.
CADiR recognizes the power of media to transform societal perceptions and break
down stigma against persons with disabilities. Through this initiative, TAMWA-ZNZ
and its partners are reaching diverse audiences with inclusive and impactful
narratives that promote disability rights.
2.0 OBJECTIVE
1To develop a behavior change-driven advocacy strategy that increases awareness,
acceptance, and meaningful participation of persons with disabilities in decision-
making at household and community levels.
2.1 SPECIFIC OBJECTIVES

To review the current SHIJUWAZA Advocacy Strategy with a focus on community
awareness, attitudes, and participation frameworks.

To adapt and integrate behavior change approaches into the strategy to target
decision-making spaces at family and community levels.

To identify entry points and barriers to PwDs’ participation in decision-making at
local levels.

To propose practical tools, campaigns, and communication approaches tailored
for behavior change.

To design an implementation roadmap including messages, tactics, and
indicators.
3.0 EXPECTED OUTPUTS
A revised advocacy strategy document with a clear behavior change component.
A behavior change communication (BCC) framework including key messages,
audiences, communication channels, and tactics.

An implementation plan for community mobilization and advocacy at household
and community levels.

A final report including tools, methods, and recommendations for scale-up.
5.0 QUALIFICATIONS REQUIREMENTS

University degree (at least Master’s level) in Mass Communication, Social
Sciences, Development Studies, or related field.

Experience in working with marginalized communities, especially persons with
disabilities.

Strong knowledge of disability rights frameworks including UNCRPD and
Zanzibar Persons with Disabilities Act.
Knowledge of and familiarity with TAMWA’s programming and processes.
Excellent communications and writing skills in English.

EXPERIENCE
At least 5 years of experience in advocacy, communication strategy
development, or disability inclusion programming.

Experience designing or adapting behavior change strategies or tools in
Zanzibar or similar settings.

Familiarity with participatory and inclusive methodologies.
7.0 ROLES AND RESPONSIBILITIES OF THE CONSULTANT

Review project documents, advocacy strategy, and community engagement
reports.

Conduct key informant interviews and focus groups with persons with
disabilities, families, community leaders, and OPDs.
Identify key behaviors, influencers, barriers, and enablers.
Develop a tailored BCC approach and align it with SHIJUWAZA’s advocacy
themes.
Present a draft and final strategy with implementation roadmap and tools.
Submit a final report including the strategy, annexes, and a PowerPoint
summary.
8.0 TIMEFRAME
The work will be undertaken from 30th June to 31st July 2025.
