ToC for Programme/Projects staff of TAMWA- ZNZ.

INTRODUCTION AND BACKGROUND
Tanzania Media Women’s Association is a national level Non-Governmental formed in
1987 dedicated to promote the rights of women and children. TAMWA Zanzibar became
fully fledged office in Unguja and Pemba since 2004 and registered in 2007.
TAMWA-Zanzibar is currently implementing the project titled “Advocate for the Review of
Freedom of Expression Laws” (ARFEL) news aiming at advocating for the enactment of
the media friendly laws in order to advance the freedom of press. The project is
implemented with the support from Commonwealth Foundation.
2.0
SCOPE OF WORK
TAMWA Zanzibar is currently seeking Consultant with high level knowledge, skills and
extensive experiences to conduct RBM training to TAMWA’s project staff, project partners
and TAMWA members for the sake of enhancing capacity in the area of results-based
management targeting the areas of Planning, Monitoring and Evaluation of projects
Results and reporting based on the results.
TRAINING NEEDS
The need is acknowledged to develop staff’s knowledge and skills in the proper use of
the results-based management system and to apply appropriate project and programme
1management methods and tools for effective design, management and measurement of
projects, reporting and programmes’ effectiveness. RBM capacity gaps within the
Organization have also been put forward in the recent TAMWA’s annual planning meeting,
and are a priority for the Office as it moves towards delivering on the current Programme
Cycle.
An in-depth training would enhance, within the select group, soundness in the principles
of RBM and confidence in application as well as delivery of instruction and enhance the
quality of TAMWA’s RBM capacity. To prepare staff to effectively use the RBM system,
they must be introduced to and understand the basic concepts of Results Based
Management. In this regard, the TAMWA Zanzibar has highlighted the need to outsource
a specialist team to facilitate the transfer of such knowledge and techniques through
facilitation of an appropriate, practical and tailored training process.
3.0
OBJECTIVES
 Improve understanding of results-based management and its importance for
measuring, managing and achieving results.
 Improve understanding of the concepts and approaches involved in results-based
management, including the results cycle and the core components of planning,
monitoring and evaluating.
 Strengthen skills in analyzing development problems, formulating results oriented
strategies and reporting.
 Strengthen skills in constructing results frameworks, and formulating SMART results
and indicators.
 Improve knowledge and awareness of the importance of the Monitoring and
Evaluation function and process.
 Strengthen skills in applying good M&E practices and use of M&E systems.
 Identify concrete measures that could be put into place to improve effective RBM in
the respective projects of TAMWA Zanzibar.
5.0 EXPECTED OUTPUT
By the end of the training, it is expected that participants should:
i. Have acquired knowledge of RBM principles, terminology, tools and
approaches.
ii. Have a sound understanding of the RBM Framework, including its guidelines,
system, tools and templates.
iii. Have developed identifiable skills and abilities in applying the RBM
knowledge, tools and approaches to problem analysis, project planning and
design, monitoring, assessment, evaluation and reporting tasks.
iv. Have an awareness of gender analysis concepts and its application to RBM in
their work.

ROLES OF CONSULTANT
 Review TAMWA’s project documents
 Prepare Power point presentation on RBM and all required materials based on the
objectives as identified in this TOR
 Work with M&E specialist to harmonize TAMWA’s regular reports and RBM
 Conduct four days training session for TAMWA’s staff.
 Prepare report and share to TAMWA management within five days after training.
7.0
DURATION
The training will have duration of four days from 24th to 27th June, 2024 and will be
carried out in TAMWA’s conference hall.
8.0
QUALIFICATION AND PROFESSIONAL EXPERIENCE:
TAMWA ZNZ invites eligible and qualified individuals to indicate their interest in providing
the services outlined above. Interested consultants must provide information indicating
that they are qualified to perform the services, giving a description of similar
assignments undertaken, experience with similar organizations in similar environments
and conditions.
The eligible and qualified individuals should also have: –
i. Acquire at least Bachelor degree in Project Management, Monitoring and
Evaluation, Gender studies, Political science, Social science, Laws or related fields.
ii. The consultants should have more than 10 years’ experience in Human rights,
Gender and related issues. Such professional experience within development
organizations and NGOs is highly desirous.
