
TERMS OF REFERENCE (TOR) FOR A MESSAGE DESIGNER TO DEVELOP SPECIAL MESSAGES FOR PUBLICATIONS AS A MOBILIZATION STRATEGY ON WOMEN’S PARTICIPATION IN LEADERSHIP PROCESSES

1.0 INTRODUCTION AND BACKGROUND
Tanzania Media Women’s Association, Zanzibar (TAMWA ZNZ) is a non-governmental organization dedicated to promoting the rights of women and children through media advocacy and communication. Since its establishment in Zanzibar in 2004, TAMWA-ZNZ has been implementing various initiatives that advocate for gender equality, good governance, and women’s empowerment.
Currently, TAMWA-ZNZ, in collaboration with ZAFELA, JUWAUZA, and PEGAO, and with support from the Royal Norwegian Embassy, is implementing the project Strengthen Women in Leadership (SWIL). The project aims to increase the participation of women in leadership and democratic processes at all levels by shifting community perceptions and promoting inclusive participation.
As part of the project’s mobilization strategy, TAMWA-ZNZ seeks to engage a Message Designer to develop special messages for publications such as posters, banners, and radio/TV spots to encourage community support and active participation of women in leadership and decision-making processes.
2.0 OBJECTIVES
To design and produce creative, inclusive, and gender-sensitive messages and visual materials that inspire women and communities to support women’s participation in leadership and democratic processes.
3.0 EXPECTED OUTPUTS
By the end of the assignment, the consultant is expected to deliver:
- A set of special messages aligned with the project’s goals and tailored for public awareness.
- A brief concept note or rationale explaining the messaging approach and key communication themes.
4.0 QUALIFICATIONS
The consultant is expected to have:
- A Bachelor’s degree or higher in Mass Communication, Graphic Design, Media Production, or related field.
- Proven experience in designing gender-sensitive communication materials.
- Strong understanding of gender and leadership advocacy in the Zanzibar/Tanzania context.
- Excellent command of Kiswahili and English.
5.0 EXPERIENCE
- At least three (3) years of professional experience in message design, creative communication, or social campaign development.
- Demonstrated ability to produce inclusive and impactful visuals and public awareness content.
- Previous experience working with non-governmental or advocacy organizations will be an added advantage.
6.0 ROLES AND RESPONSIBILITIES
The Message Designer will:
- Review relevant project documents.
- Develop creative concepts, slogans, and designs for publication materials (spots, posters, banners).
- Incorporate feedback from TAMWA-ZNZ and partners throughout the design process.
- Ensure all materials are gender-sensitive, culturally appropriate, and aligned with TAMWA-ZNZ’s communication standards.
- Provide a brief report detailing the creative process and key messages developed.
7.0 TIME FRAME
The assignment will be conducted over a period of ten (10) working days, from 29th September to 08th October, 2025.
