1.0: Introduction:
Tanzania Media Women’s Association is a national Non-Governmental Organization founded in 1987 and dedicated to working towards promotion of the rights of women and children in Zanzibar. TAMWA -Zanzibar became fully fledged office in 2004 and was reregistered in 2007.
2.0: Project Background:
The Women Leaders for Equality, Accountability, and Democracy (W-LEAD) project is a transformative initiative implemented in Zanzibar, Tanzania from March 2026 to December 2027. The project is implemented by Tanzania Media Women’s Association (TAMWA Zanzibar) with support from UN Women under the Women and Youth Democratic Engagement (WYDE) programme.
The project seeks to advance inclusive governance, democratic participation, and gender equality by strengthening women’s leadership and participation in public and political life. Despite existing legal and policy reforms, women, particularly young women and women with disabilities, continue to face systemic barriers that limit their engagement in leadership and decision-making spaces. These barriers include harmful social norms, limited leadership opportunities, inadequate institutional support, and violence against women in politics and elections (VAWP/E).
As part of its interventions, W-LEAD will conduct leadership, advocacy, and negotiation training sessions targeting 100 women across Unguja and Pemba. The trainings aim to strengthen participants’ capacities in leadership, public engagement, advocacy, negotiation, political participation, and democratic governance. The initiative will ensure inclusive participation, with at least 50% of beneficiaries being young women and 20% women with disabilities.
To effectively deliver this activity, TAMWA Zanzibar seeks qualified facilitators/trainers to design and facilitate participatory and inclusive training sessions and develop high-quality training materials for the programme.
3.0: Purpose of the Assignment:
The purpose of this assignment is to engage qualified facilitators to conduct comprehensive leadership, advocacy, and negotiation training sessions for women leaders in Zanzibar and equip them with practical knowledge, skills, and strategies to effectively participate in governance and democratic processes.
The facilitators will provide interactive and inclusive training that combines theoretical learning with practical exercises such as simulations, role plays, case studies, group discussions, and mentorship-oriented approaches.
4.0: Objectives of the Assignment:
The specific objectives of the assignment are to:
- Strengthen women’s leadership, advocacy, and negotiation skills.
- Enhance women’s participation and representation in democratic and governance processes.
- Build participants’ confidence and ability to engage in public speaking, dialogue, lobbying, and decision-making spaces.
- Promote inclusive leadership approaches that consider the needs of young women and women with disabilities.
- Increase participants’ understanding of gender equality, governance, democratic participation, and VAWP/E prevention and response mechanisms.
- Equip participants with practical advocacy and political engagement strategies.
5.0: Scope of Work:
The selected facilitator(s) will undertake the following tasks:
a) Training Design and Preparation:
- Develop a detailed training methodology and facilitation plan.
- Prepare comprehensive and participatory training materials, manuals, presentations, handouts, exercises, and case studies.
- Ensure training content is gender-responsive, disability-inclusive, and contextually relevant to Zanzibar.
- Incorporate practical learning approaches including simulations, group work, debates, and role-plays.
b) Facilitation of Training Sessions:
- Facilitate leadership, advocacy, and negotiation training sessions in Unguja and Pemba over a period of four days respectively.
- Deliver sessions using participatory adult-learning methodologies.
- Guide participants in developing practical advocacy and leadership action plans.
- Facilitate discussions on:
- Women’s leadership and transformative leadership approaches
- Gender equality and inclusive governance
- Advocacy and lobbying techniques
- Negotiation and communication skills
- Public speaking and media engagement
- Political participation and democratic processes
- Prevention and response to Violence Against Women in Politics and Elections (VAWP/E)
- Networking and coalition building
- Confidence building and mentorship
c) Documentation and Reporting:
- Prepare training reports after each session.
- Document key discussions, lessons learned, participant feedback, and recommendations.
- Support pre- and post-training assessments where applicable.
6.0: Target Beneficiaries:
The training will target:
- Emerging women leaders from civil society organizations (CSOs)
- Young women leaders
- Women with disabilities
- Women from grassroots communities
- Representatives from political institutions and governance structures
A total of 100 women will be trained, ensuring:
- At least 50% are young women
- At least 20% are women with disabilities
7.0: Deliverables:
The facilitator(s) shall provide the following deliverables:
- Inception report and detailed facilitation plan.
- Comprehensive training materials/manuals and presentations.
- Training tools, practical exercises, and case studies.
- Pre- and post-training assessment tools.
- Facilitation of all agreed training sessions in Unguja and Pemba.
- Session reports including attendance lists, training outcomes, and participant feedback.
- Final assignment report summarizing achievements, challenges, lessons learned, and recommendations.
8.0: Duration of the Assignment:
The assignment will be conducted over a period of four days, according to the project implementation schedule in Unguja and Pemba.
9.0: Qualifications and Experience:
The facilitator(s) should possess the following qualifications:
- Bachelor’s degree or higher in Gender Studies, Political Science, Governance, Development Studies, Law, Social Sciences, Journalism, Public Administration, or related fields.
- At least 5 years of proven experience in facilitating leadership, advocacy, governance, or women empowerment trainings.
- Demonstrated experience working with women, youth, and persons with disabilities.
- Strong understanding of gender equality, democratic governance, and women’s political participation.
- Experience in participatory adult-learning methodologies and community engagement approaches.
- Excellent facilitation, communication, and report-writing skills in English and Kiswahili.
- Previous experience working in Zanzibar context is an added advantage.
